Problem is that it is unreachable for 99% of the trick or treaters, especially without assistance like a stool or step ladder. By the time they are able to get close to the roof, the owner has already called the police to get them off his property for trespassing.

While this is true—that it is not right to only be concerned about the rich—I don't think that socialism is the answer. Socialism makes the rich people poor, yes—but it also makes the poor people poorer!!!!

So you want to believe that since Obama wants to raise taxes on the top 2% from 35% to 39%, back to the Clinton rates, that this is somehow socialism?

you appear to be under the misapprehension that "government" somehow magically has money to pay for things like healthcare. Anything that is spent by the federal government has already been taken from working people or has been borrowed and will have to be paid back with interest by taxpayers. TANSTAAFL
