It depends. Gandalf is one of the Maiar, but he holds back a lot. Moreso as the Grey than as the White. His biggest battle was the fight with the Balrog, which was offscreen. Dumbledore tends to display more direct combat power, but he's still human. Then again, if he has the Elder Wand, he'll be pretty hard to beat. I'd say Gandalf wins if he doesn't have to hold back, Dumbledore wins (temporarily) otherwise.
Merlin, of course, wins by having time travel. Dumbledore would have it too, but people in the Harry Potter universe are incapable of abusing it for some reason.

Gandalf hold back quite a bit considering his race. If Gandalf indeed were not to hold back in anything he'd be invincible, remember, as "Gandalf the grey" he was able to beat the Balrog.

And yet, Gandalf came back, the balrog didn't. As far as i recall it "Gandalf finally trew down his oponent, after he fell into darkness, and was sent back"
