SWTOR: Rocket Boost and Armor?

I found out that it is a vehicle but I am not so sure because I read somewhere it only lasts 12 seconds? Anyway, I only have a few cartel coins. Is it worth it? and is it a vehicle or an ability? Any help with this would be appreciated.
also, in the first days after the announcement of star wars the old republic, they had released an image of a trooper with some armor I have not seen until now. The image is below:
does anyone know where I can get this armor, or if it is even possible to obtain?
