Well that's weird. First, if they break away, it's succession. Then there's occupation by our military.

They can't 'invite' themselves to become the 51st state. They can 'petition' Congress, and Congress can take action.

It would certainly be very interesting if it ever did happen how many more would attempt it and it would certainly cause a fracture if allowed.

WD, they wouldnt be breaking away from the United States, they would be breaking with state of California, and petitioning the US government to accept them as a seperate entity. I know that a few years ago, Northern Californians were considering making the same move. Come to California, we really really need your money.

If any state wants to do this, their own state legislature must approve doing so first, and THEN they petition the Congress. This isn't negotiable. Only one state has this written into their annexation document when they joined the union: Texas. But so far as I am aware, they still must follow the same rules as everyone else.
