Timer on NYC for CTF

Recently I realized there was no timer for CTF on the NYC server. As a result, a match on tantive 4 ended up taking around an hour to complete. Can an admin add a timer, to ensure that we're not stuck on one match for a long period of time?

I set it to match JBA's CTF timer of 20 minutes. If other admins think it should be different, feel free to change it.
