If he's indeed looking for a translator, then it's possible he might want a precise translation of something from an actual human being since language translation softwares currently available tend to make contextual and cultural mistakes. But given how little there is to his inquiry, it might just be a simple poll, a question out of curiosity, since it doesn't really seem to be much of a discussion starter.
