Problem is that it is unreachable for 99% of the trick or treaters, especially without assistance like a stool or step ladder. By the time they are able to get close to the roof, the owner has already called the police to get them off his property for trespassing.

Says who? He already gave them permission to go on the roof by telling them that's where it's at. If the little boogers are too stupid or most likely too lazy to figure out a way to get it then they shouldn't be having any candy at all.
