I don't think it's because the Elder wand itself is beatable, but because Dumbledore was more skilled/versatile as a wizard were he could outmaneuver Grindlewald thus beating him. There have been some other theories on how an owner of the Elder wand is beaten, such as Dumbledore catching Grindlewald off-guard and stunning him (which wouldn't really make it a duel), the wand itself shifting allegiance, or because Dumbledore had the power of "love", but if there's one thing that's certain, it's that Elder Wand's power > all other wands. Whether or not Gandalf or Merlin can work around might be a bit difficult.

As for most powerful in general, I would throw in Dr. Strange and maybe Crimson King.

Yeah, I don't deny that it's an extremely powerful wand. I'm just saying that "unbeatable" is a legend, not an innate property. It was overcome by Dumbledore during an actual duel of some kind, and if a human can defeat it, so can an unfettered Maiar. Whether Gandalf can unleash that against a human is a more relevant question - if he doesn't, Dumbledore plus the wand wins.

Well, there's one big divider that makes me choose Gandalf over Dumbledore. Dumbledore died and stayed dead. Gandalf died, and came back better than before.
