Jedi I have somewhat close to the same specs as you. Early on when I first built my system I had similar problems, but I sorted them out within a day.
My system is:
Quad core AMD
Radeon 6570
8GB ram
Windows 7, 64 bit
24" Monitor
As other have mentioned in various parts above, I recommend the following:
1. Right click the game icon and in your settings set your compatibility to Windows XP
2. Run as administrator
3. Remember to apply BFII update patch.
4. Matt's tip on vsync is good too.
5. Clean out your start programs that run at boot. Kill anything not absolutely needed.
6. While I don't subscribe to the same extreme measure of removing your antivirus, I would recommend trying a different one. Norton could very likely be your problem.
7. Something no one has mentioned (or perhaps I have missed it), is go online and make absolutely sure all your drivers are up to date (graphics, network, etc.)
As for restarting your router, I'm not sure what kind of problems you would have to affect it, but I can literally go a year without restarting my router, and only do it because I want to, not because I have to. I have no idea what kind of problems people would be having to require this. If that is a problem for you, then it sounds like you need to change your internet service. Good luck.
