Present dilemma: MW3 or BOII

hey Guyz,
before answering please read.

I'm going to buy my younger brother a gift. He's not much into Battlefield or other sim-similar/semi-realistic games, also he fancied playing MW2 what leads me to statement he will love MW3 or BOII.
Thing is, I haven't played in any games for a while and really have no clue which of them is better or what features posses.
Lemme be more specific:
He will play on PC: Core 2 Duo E7200 @2.53Ghz, GTX260 (800Mb, or sth like that), 4GB RAM, Win7 64 bit in 1366×768 (16:9). Is this PC going to run fluently at 30+Fps in native resolution and let's say lowest details both of them?
Is any of this game technically unstable?
I've read about some Premium etc. so:
Which of this games have any platform (I guess, it's ELITE?) that allows to have 100% access to the multiplayer options?
Is it free?
If not- is it necessary to buy such account to play in MP?
Players with Premium have great advantage or not?
Summing up premium things- in which game multiplayer thing is solved the best?

Are there any free DLC to any of this games that contain maps or he'll have to pay for this?
The last but not the least matter: what are your feelings about multiplayer, I highlight, multiplayer (he won't play sp)? In which game it's more funnah? My bro doesn't play in any serious clans, he joins only public servers, take it into consideration.

Get Black Ops II, it'll run decently on lowest settings at native.

MW3 was utter rubbish. It was basically the same as MW2, but with a few extras. I haven't played BO2 yet, but from what I've heard, it seems to be good.

MW3 was a complete joke, and it made swbf2 seem like it isn't laggy at all. I got around 20 -40 FPS on it with my old rig- core 2 duo at 2.66 ghz, 3gb ram and an nvidia 9600, but it crashed very frequently. I'd say wait till BO 2 has a free to play weekend on steam, then try it out before buying.

Not that I've played MW3 nor am i defending the game, but with that kind of PC your FPS will be low on any modern game.
I mean the core duo isn't extremely bad, but 3Gig's of Ram and an Nvidia 9600 won't get you anywhere

Actually, there was some update to MW3 that broke it for me. I played it on the first free weekend it had, and it never froze, with about 50 fps most of the time. On the third free weekend, however, that's when issues cropped up.

I thought it maybe interesting: eventually, I bought BO2. The interesting part is it runs on the comp I wrote spec above on full details, in high resolution with 40-50fps. Incredible. Of course, the engine is old so graphics is more or less the same like in previous Call of Duties but it impressed me how well they optimized the game. I'd never suspect my.. now my brother's.. 4 year old comp will run it so nicely.

Here I thought this title read 'Presidential Dilemma'. I just gravitated to it and was disappointed.
