Congress's primary function - to fund the federal government, is accomplished through the passage of Budgetary Acts that stipulate federal funding numbers and allocate money into each area of spending. This fiscal year, after having failed to repeal the Affordable Care Act in the HoR and having subsequently lost the court battles challenging the law, the GOP are making a desperate attempt at "defunding" the bill by refusing to agree to any budget that includes funds for its implementation. Having submitted several proposals that lack the necessary funding for the program, the GOP are meeting resistance in the dem-controlled Senate, which refuses to pass the proposed budgets. Thus, Congress has failed to budget for the upcoming year, and the government has entered into a partial-shutdown.

It's important to note that no one /intended/ a partisan gridlock-fueled shutdown (this backfired on the GOP in the 1990s and will cause unprecedented economic catastrophe if not rectified by the 16 of October), and that this is merely a consequence of the dysfunction in our legislative branch - which has finally come to a head and culminated in what you see now.

As to the effects: the federal government currently employs 2.1 million people, 800K of which are deemed "non-essential personnel" and will not receive pay-checks. Aside from the fact that this makes mortgage, utility, and insurance payments difficult, a lack of dispensable income means less consumerism.

Investors are also weary, amid the hopeful recovery, another bump in the road has been hit. This is also evidenced by the drop in stock markets across the globe.

...Joking aside an on a more serious note I've just had a look at the US debt clock also... and it's not looking good for you guys. I do wish it could be better for you guys, we have similar issues here except the debts not as large.

First let me correct you on your poor understanding of the primary functions of our governmental entities. Congress's primary function is to represent the people, their constituents in matters that fall within its jurisdiction. It is a combination of the Internal Revenue Service and the Federal Reserve to "fund the federal government". One of the jobs of Congress is to authorize the spending of government monies in blocks defined by a budget or a scope. (budgets have a cap, scopes have a ratio i.e. $100 for every 10 citizens). Without authorization from Congress the federal government is not allowed to spend money (over-simplified).

A majority of one house of Congress, representing their constituents, refused to fund a portion of the government's spending while approving the rest. The majority of the other house of Congress did not and does not agree. They believe it should be all or nothing. The President agrees with the majority of the house of Congress that would rather see all of the government cease providing services than just the one brand new program estimated to cost 1.1 trillion over the next 10 years.

That program is commonly known as Obama Care.

I think the Dems are getting nervous. They try to use scare tactics like "the economy will crash", "800,000 government workers will lose their jobs and paychecks", "parks will be closed". And the media is buying into it. How come no one points out that the last shutdown actually spurred the economy? How come the media doesn't point out the fact that 23 million people are already out of work and close to another 10 million have dropped out of the work force entirely on Obama's watch? How many people have lost their homes in the housing crash which was instigated by bad political policies?
Oh no, our national parks will not open. How about the sacrifice of our soldiers put in harms way, living and fighting in hell holes around the globe? Maybe the American population can stand to sacrifice their vacations to Yosemite.

If you look past the scare tactics, you might notice that Dems are a little worried that people will realize they do not need a huge leviathan government. That we can survive and thrive without all of these programs, taxes, subsidies, entitlements, and over reaching, bloated government agencies like the IRS and the FED. I hope the Reps don't give in. Maybe they will realize that we do not need to spend and waste the taxpayers money on stupid [poo].
